Ms. Pema Tso is a Tibetan journalist, writer, public servant, and elected representative who has devoted many years to serving the Tibetan community. Born in Barkham, Tibet, in 1986, she received her early education in Tibet before pursuing Tibetan–Chinese translation studies. After arriving in exile in 2006, she worked in Tibetan education and journalism, serving with Tibet Post International and Tibet Times, where she has been Chief Editor since 2018.

She served as a member of the 17th and 18th Tibetan Parliament-in-Exile, representing Do-mey Province, before being elected as a Kalön of the 17th Kashag on 2 June 2026 and entrusted with the portfolio of the Department of Health.

As Health Kalön, she has emphasised teamwork, the welfare of vulnerable populations, and the continued strengthening of healthcare services for Tibetans in exile. Her early tenure has included engagement with health facilities, international partners, and programmes aimed at advancing the health and well-being of the Tibetan community.

Her transition from journalism and public representation to executive leadership reflects a continued commitment to public service and to the welfare of the Tibetan people.
