Secretary

Palden Dhondup

Palden Dhondup la took the responsibility of the Secretary of the Department of Health, Central Tibetan Administration on 1st May 2019. He was born on July 6, 1969, in Ladakh Sonamling Tibetan Settlement and also completed his schooling at Ladakh TCV School. Thereafter, he joined The Central Institute of Higher Tibetan Studies (Deemed University) (CIHTS) at Sarnath, Varanasi. There he completed Shastri and Acharya which are equivalent to bachelor's and master's degrees. He joined Central Tibetan Administration in 1996 and was appointed as the settlement officer of Kalimpong Tibetan Settlement. The settlement officers are the representatives of each office of CTA at respective Tibetan settlements. It acts as a medium between the head office and the local Tibetans, also assumes varied roles and responsibilities for the welfare of the community. In 2001, he was transferred to Miao Choepheling in Arunachal Pradesh to head the local office for around a year. From 2002-2006, for nearly six years, he served as the settlement officer in Phuntsokling Tibetan settlement, Odisha. From 2006-2007, he led the settlement office of Kunphenling in Ravangla and followed by a brief time in Dorling Tibetan settlement. While serving in Dorling, on February 26, 2007, Palden Dhondup was promoted to the Joint Secretary. In 2008, he was then appointed as the settlement officer of Doeguling Tibetan settlement, Mundgod which is the largest Tibetan settlement in India. Later in 2011, he was transferred to the Bureau of His Holiness the Dalai Lama in Delhi. The Bureau of His Holiness the Dalai Lama functions as the nodal agent of His Holiness the Dalai Lama and the Central Tibetan Administration. In 2013, he was appointed as the Joint Secretary in the Department of Home, CTA, and thereafter was promoted to Additional Secretary in 2014. In 2016, he presided as the Director of Tibetan Administrative Training and Welfare Society. The main aim of this society is to provide trainings, seminars, conferences, workshops and to undertake research relating to public administration & educational purposes incidental thereto.

Jampa Phuntsok

Mr. Jampa Phuntsok was born in Kollegal Dhondenling Settlement in the South Indian state of Karnataka. After the first few years of schooling in CST Kollegal, he then joined Sera Je School in Bylakuppe and studied there till secondary standard. He completed senior secondary studies from Little Scholars Junior college, Secunderabad. Mr. Jampa graduated with a Bachelor's degree in commerce from St. Joseph Degree College, Hyderabad in the year 2003. On completing his undergraduate, under an initiative program by the Department of Home, CTA, he took the opportunity to complete Higher Diploma in Cooperative Management (HDCM), Bangaluru in 2004. After completing the course, for about more than two years, he served as the secretary of Tibetan Handicraft Cooperative Society, Miao. In November 2007, he joined the CTA as a Deputy Secretary and after the six-month probation period, he was made permanent staff. In July 2008, the first responsibility assigned to him was to serve as a Settlement Officer of Hunsur Settlement. After the first assignment, in May 2012, he was transferred as the settlement officer of Delar Bylakuppe settlement. During his tenure over there for around four months, he also filled the responsibility of settlement officer of Lugsam Bylakuppe. Also in July 2012, he was promoted to a joint secretary. His third assignment was to be the settlement officer of the Dehradun which is one of the largest Tibetan communities in north India and served there till June 2016. After serving as the settlement officer of three major settlements, he was then assigned as the Joint Secretary of the health department at the CTA headquarters. He was promoted to Additional Secretary in May 2019 and currently holds the same position and oversees the Administration, Account, and Welfare sections of the Health Department, CTA.

Tsering Youdon

Tsering Youdon la is from Phuntsokling Tibetan Settlement, Odisha. She did her schooling from CST Chandragiri till the tenth standard and then joined CST Darjeeling where she completed her Pre-University. She graduated with a degree in Bachelor of Arts from Jyoti Nivas College, Bangalore. After graduating, she joined the Central Tibetan Administration as an undersecretary in February 2006. She was placed in the Department of Information and International Relations of CTA. After working for six years in DIIR, she was promoted to Deputy Secretary in July 2012 and at the same time was transferred to the Documents Classification Section under Kashag Secretariat. After completing another six years in the documents section, in May 2019, she was promoted to the Joint Secretary of the health department. Her current responsibility is to oversee the Projects section, Public Health, and Disease Prevention section.

Tsering Youdon
She has joined the Department of Health, CTA as an office assistant in 2014. Since then, she has served in various divisions of the Department as a medical officer of TMS, Program manager of the Health Information system, and currently leading the Tuberculosis and Viral Hepatitis Program along with Eye and Ear camps. Some of her achievements while working in the Department has been a successful transition of paper-based data collection into Computer-based data collection from the Hospitals and clinics of the department using DHIS2 and Open MRS applications; Hepatitis B Screening and Vaccination for around 14000 students as a catch-up vaccination program; Co-investigating Hepatitis B Prevention program for about 10,000 Tibetans in 15 Tibetan settlements in India and coordinating Annual TB report for the year 2019 and 2020, along with monitoring TB cases in the community. In 2019, she was promoted to Under Secretary through an in-service examination. She also worked as a staff nurse for two years in a private hospital in Delhi after completing a Bachelor of Science in Nursing from Yenepoya Nursing College, Mangalore. She belongs to a simple Tibetan Refuge family settled in Tibetan Settlement Shimla.

Tenzin Dolkar
Tsewang Yangtso originally came from Tibet and completed her schooling from Upper TCV. TCV is like a home in India. She chose science and graduated with a Bachelor's degree in Science from St. Joseph's College in Bangalore. She joined the Health Department in 2016 and worked as an accountant for hospitals that are under the administration of the Department of Health. Since April 2019, she has been working as the Program Manager of Health Education which mainly focuses on creating awareness on major diseases in our community.

Tenzin Dolma completed her schooling from Lower TCV, Dharamshala and later studied Bachelors of Engineering in Computer Science from Jabalpur Engineering College. She was a recipient of Tibetan Scholarship Program from 2017-2019 and graduated in Masters in Health Informatics from University of California, Davis. She currently works as a Program Manager for the Health Information System (HIS) at the Department of Health.

Tenzin Dolma
Tsering Yangdol is the current mental health dealing staff of the Department of Health. She completed her schooling from TCV Selakui, Dehradun. She pursued Bachelors of Science (B.sc) in Psychology from Ethiraj College, Madras University and MA in Psychology from Delhi University. She was one of the recipients of the Tibetan Scholarship Program (2017-2019) and completed another masters in Psychology especially focusing on research methodology and clinical psychology from New York University.

Tsering Yangdol
Tenzin Samten currently works as the media officer of the Department. His responsibilities include covering the events attended by Health Kalon and the secretary. Also covers the activities carried out by the program officers of each program at the department and updates them on official websites and social media handles of the department. He joined the Health Department in October 2019, after clearing the PSC entrance exam. He is from Kollegal Tibetan Settlement and has completed his basic schooling from CST Kollegal and Mundgod. He graduated from BE in Computer Science and post that worked for two years as a programmer in JKTechnosoft Pvt. Ltd. After that he attended one-year Pre-Service Training at Sarah College for Higher Tibetan Studies prior joining the CTA.

Kelsang Chodon was born and brought up in Ladakh. She did her basic schooling from TCV Ladakh and completed high school from TCV Bylakuppe. She received her Bachelor's Degree in life science and Master's in Chemistry from Punjab University, Chandigarh. In 2019, she served in Central Tibetan Administration through a volunteer program (Tibet Corps) for seven months. Then later, she joined the CTA in January 2020 and handled the Universal Precaution Desk of the Public Health section for a year. Since then, she took charge of the Mother and Child Health Desk.

Kelsang Chodon
Tenzin Sonam joined Central Tibetan Administration in May 2011. He did his schooling at Tibetan Children's Village School at Gopalpur, Dharamsala. He had graduated with BA from Delhi University. He took the current responsibility as an HIV & Substance Abuse prevention Desk Coordinator in 2014. He coordinates the admission of people willing to come out of addiction in different rehab centers. He also coordinates the health provisions provided to HIV-positive patients and creates awareness regarding the same.

Tenzin Sonam
Nawang Woeser is a senior clerk who works at the Tuberculosis Desk. Her job responsibilities include keeping track of TB cases in our community and facilitating the TB-related infrastructures at Hospitals under the department. Prior to working at the TB Desk, she worked for Mother and Child Health and Mental health Desk carrying out administrative work for more than one and half years. Before joining CTA, she attended Tibetan language courses in LTWA and Pre-service training at Sarah College for Higher Tibetan Studies. She has completed her basic schooling at Tibetan Homes Foundation, Mussoorie. Having an interest in the field of Science, she pursued B.Sc B.Ed a four-year undergrad course.

Ngawang Woeser
Ms. Tenzin Dhaze was born and raised in India. She completed her schooling from Upper TCV and TCV Gopalpur in 2009. She pursued her nursing education from Manipal School of Nursing, Bangalore and graduated in 2013. She has 2 years of clinical experience as RN at Manipal Hospital Bangalore and SMI, Dehradun. She has served as public health assistant for a period of six months, through Tibet corps at the department during which her principal task was customization of “Prevention Begins With Me” an interactive animated film on HIV/AIDS in collaboration with TeachAids. Her gratitude towards the elder generations and our resilient community has aspired her to join CTA. Since, 18 th September 2017, she has been working in the public health section of the Department of Health, CTA managing Comprehensive Community Outreach and Coordinated Care (CCOCC) program across Tibetan settlements in India and Nepal.

Tenzin Dhaze
Kalsang Dekyi is from Kullu, Himachal Pradesh. She did her primary school from TCV Chauntra and secondary school from TCV Bylakuppe. She graduated with a B.SC nursing from Manipal University in 2017. After graduation, she worked two years of experience in the medical intensive care unit (ICU) from Max Super Specialty Hospital, Dehradun. Post that, she is currently the program coordinator of the Hepatitis-B program of the department. Generic tests are being carried out yearly through phases in settlements. For the Hepatitis-B patients, a yearly follow-up for those who do not take medications where as for every 6 months, a follow-up for those who are on medication is coordinated.

Jigmey Choekyi works as a CCOCC (Comprehensive Community Outreach and Coordinated Care) nurse of the department under the CCOCC program. She is from Tuting Tibetan Settlement and has completed her schooling at TCV Bylakuppe School. She was trained as a nurse at Holdsworth Memorial Mission Hospital, Mysore, where she received the GNM Diploma degree. After receiving the degree, she worked at the same hospital for three and half years. She then has worked for Tibet Charity, an NGO based in Dharamsala as a home nurse for almost ten years. Post working in Tibet Charity, she has joined the department in February 2020.

Jigmey Choekyi
Tsering Yangchen works as a CCOCC (Comprehensive Community Outreach and Coordinated Care) nurse of the department under the CCOCC program. She is from Ladakh Sonamling Tibetan Settlement and has completed her Primary and secondary schooling from TCV Ladakh and Shimla CST School respectively. She was trained as a nurse at NITTE, Nitte Usha Institute of nursing science, based in Mangalore where she received the GNM Diploma degree. After receiving the degree, she worked at the Appolo hospital for one year. She then has worked for Jangthang region mobile clinic which is under the TPH of Ladakh Tibetan settlement for two and half years. She has joined the department on 1st September 2020.

CCOCC Nurse

Pema Tsering joined the Department of Health, CTA in July 2021 for Tibetan Telemedicine Services(TTS) project. It is a new project undertaken by the department and implemented in three pilot sites namely PHC Miao, NHC Bhandara, and PHC Tezu. Her responsibilities are coordinating with the telemedicine partner and to oversee the project for the successful functioning of the services as planned at the three centers/settlements. With her interest in genes, hereditary diseases and traits, and how it affects our body. She pursued her master's degree in molecular biology and human genetics from Banaras Hindu University (BHU), Varanasi. She has a bachelor's degree in life science from Himachal Pradesh University. She has completed her schooling at Sambhota Tibetan School, Bhuntar (HP), and Central School for Tibetan, Mussoorie.

Pema Youdon has joined the Department of Health in December 2021 and oversees the responsibilities of the Mental Health Program, USAID Projects. She was born at Norgyeling Tibetan Settlement in 1987. She did her primary schooling at C.S.T Gothangaon. Later attended C.S.T Dalhousie (2003) and C.S.T Mussourie (2005) respectively and completed her schooling. She joined SFF after that and post the training, studied Computer DOEACC ‘A’ Level as well as CISCO networking course from TCV Selakui Institute for three years. Simultaneously, she pursued a B.A. degree from M.K.P(PG) College, Dehradun. After its, completion she served at Jaunsar Public School as a computer teacher for almost 14 months. She retired from SFF in 2010 and joined CTA in 2013 at the post of Under Secretary and was assigned as a Deputy Director at the Office of Reception Centre (Nelenkhang). At the same time, completed M.A (English) from IGNOU. In 2015, served as a Tibetan Settlement Officer at Shillong for almost two years. In 2017, served at Tibetan Women's Centre Rajpur as a General Manager. In 2019, she was promoted to Deputy Secretary and was then appointed as the Tibetan Settlement Officer at Bir Chauntra before joining the health department.

Tsering la has a Bachelor's degree in Physiotherapy from Rajiv Gandhi University of Health Science, a Post Graduate Diploma in Hospital and Healthcare Management from Symbiosis Centre of Health Care, and an MBA in Healthcare Management from Sikkim Manipal University. He has over four years of experience working as a hospital administrator and health coordinator under the CTA Department of Health. From 2016 to 2017, he worked at The Tibet Fund based in Dharamshala as Health Project Coordinator for USAID supported Tibetan Health System Capacity Strengthening (THSC) project. Presently, he is serving at the Department of Health CTA as OSM & PRM project Coordinator.

Sonam Dolma was born and brought up in Odisha Phuntsokling Tibetan Settlement. She completed her earlier schooling from CST Chandigiri and did her senior secondary education from CST Bylakuppe. She received her bachelor's degree in Arts from the Government College for Girls, Chandigarh in 2010 and a Master's in modern history from Punjab University (P.U) in 2013. She then joined CTA in 2015. Before joining the Health Department, she served in the documentation section of CTA for almost one and half years. Currently, she has been working in the Project Section since July 2016 which takes the responsibility of renovation and procurement of infrastructure at the Health Centers under the Health Department.

Born and brought up in Dharamsala, Tenzin Tseyang completed her schooling from Upper TCV and received her post-grad education in English literature from Maharaja Sayajirao University, Gujarat. Afterwards, she joined CTA in 2017, where she began her work in communication section of Kashag and then got transferred to Department of Health. Currently, she is working as project officer, overlooking the project sections under USAID program in the Department of Health. She looks through a positive perspective as an opportunity to learn and inculcate new skills, and aspires to grow as an efficient contributing member of society through this platform.

She studied till 8th Standard in Central School for Tibetans, Mundgod, and pursued further education from Central Institute of Higher Tibetan Studies, Varanasi, and earned her Shiksha Shastri, Shastri, and Acharya (Equivalent to B.Ed, B.A. and Master Degree) from the Institute. After completing her studies, she joined Central Tibetan Administration in 2012 as Deputy Secretary at the Tibetan Local Justice Commission (TLJC), Northern Region. She also served in TLJC, Southern Region for two and half years. Later served as a Settlement Officer at Rabgayling Tibetan Settlement, Hunsur. She then served at the Department of Home, CTA for a brief period. Later in 2019, she was transferred to the Bureau of His Holiness the Dalai Lama, New Delhi, and was promoted to Joint Secretary in July 2019. She joined the Department of Health (DoHe) on October 27, 2021. Presently, her responsibility is to oversee the Administration, Account, and Welfare sections of the department.

Lhakpa Dolma
Tenzin Kunsang completed her schooling at SFF Senior Secondary School, Herbertpur, Dehradun. She earned her Bachelor's degree in Arts from Mysore University. In June 1998, she joined the Central Tibetan Administration (CTA) as an office superintendent and started her service in the Department of Home (DoH). Her first assignment was secretary of the Tezu Settlement office. In March 2000, she was assigned the same role at the office of south zone Bangalore. In Jan 2002, she was promoted to section officer after being transferred as an accountant to Chief Representative Office, Shimla. In May 2006, she served as the secretary at the settlement office of Hepertpur for a brief period of six months. After her brief stint at Herpertpur, in 2006 December, she was assigned as secretary of Lugsam Settlement Office till May 2008. Thereafter she was assigned as the head of Rajpur Women's Cooperative Society also while being there she was promoted to Deputy Secretary. After her assignment in South Africa, she was assigned the head of the Projects section in Feb 2017. She currently oversees all the projects which involve construction, renovation related to drinking water and staff quarters of TPHC as well as installation of open gyms.

Tenzin Kunsang
Sonam Chodon did her primary schooling at CST Kollegal and senior secondary at CST Shimla. After graduating from Mysore University, she did a year diploma course in Computer at Learn soft Computer at Bangalore and year more in Teacher Training Course in Mysore. Prior to joining the Health Department, she had worked at Hotel Tibet, Dharamsala and Charitable Tibetan Handicraft Export in Delhi. After the privatization of the business unit, she then worked with the Finance department since 2003. Currently she is the coordinator of Emergency Relief Fund, Health department.

After completing her schooling from CST Shimla and college at Punjab University, Chandigarh. She was recruited in the Tibetan Civil Service in December 2008, before joining the media section of the Health Department in July 2012. Previously she served as a Sponsorship Coordinator in the Education Department, CTA. She took her current role of handling the administrative in charge of all the health centers across the settlements in June 2019.

Tenzin Wangdak completed high school from Tibetan Children's Village, Gopalpur. He has a Bachelor and a Master's Degree in Social Work from St. Joseph College Bangalore. He joined Central Tibetan Administration and was posted at Phuntsokling Tibetan Refugee Settlement Office as Office Assistant. In January 2019, he was transferred to the Health Department.

Tenzin Dolkar went to upper TCV School and had graduated from GGSW College, Punjab University. She joined Central Tibetan Administration in December 2008 in education department and presently she works in the administrative section in the department of Health.

Tashi Yangzom was born and brought up in Tibetan Community in Shimla. She did her Schooling from CST Shimla, H.P and completed her BA Degree from RKMV College, Shimla. She has been working with the Department since 2003 after the privatization of Charitable Trust Handicraft. Since 2015, she has been taking the responsibility of personal assistant to the Kalon, Health Minister and the Secretary of the Department.

Mrs. Tenzin Dawa is from Mainpat Tibetan Settlement. She joined the CTA in February 2021 at the Tibetan Policy Institute. She was then transferred here to the health department in November 2021 and currently is assigned responsibilities at the administrative section. She has completed her basic schooling at TCV Selakui. She had completed her Pre-University from TCV Suja in 2017.

Mr. Tenzin Khedup is from Bylakuppe Tibetan Settlement and has joined the DIIR, CTA in 2005 December. Since then he has worked there for nine years as a peon and was transferred to Auditor General Office and served there for five years. After that, he was transferred to the health department in 2019 and has been continuing his service since then.

Sudharshan did his earlier schooling from Government Middle School, Jadrangal at Chamunda and Government high school,Tangnarwna at Yol, Dharamsala. He has worked with the Tibetan Administration Welfare Society and Paljor Handicraft Center, Khanyara for twelve years. In November 2002, he joined this department as a gardener and now works as a peon from October 2014.

Tibetan Medicare System Section
Deputy Secretary, Mr. Guru Nyima la, current program manager of the Tibetan Medicare System, oversees the entire TMS Section. He joined the Health Department on 5th October 2021, after being transferred from the Kashag Secretariat. There, he had six years of experience in drafting meeting minutes of the Kashag, the Cabinet which is the highest executive body of the Central Tibetan Administration (CTA). Prior to working in the secretariat office, he had 13 years of experience working in the Home Department, taking on various administrative responsibilities. From drafting meeting minutes of Executive Governing Body Meeting to being the manager of Housing and Estate section and many more since joining in December 2002 as a permanent CTA officer. Before that, he worked for three years each in the Security Department and AET coordinator of Palrabling Tibetan Settlement after completing his graduation in BA from Punjab University.

Guru Nyima
Sangje Dondup was born in Tuting settlement situated in Arunachal Pradesh. He did his primary schooling from Sambhota Tibetan School, Chauntra in 2010 and secondary education from Central School for Tibetan, Mussoorie to pursue Science Stream in 2012. He graduated from Nagindas Khandwala College from Mumbai University and also received a year course in B.SC Computer Science in 2016. He joined Department of Health on 17th July 2017 as an office Assistant and works in the Tibetan Medicare System.

Karma Sonam joined the department as an Office Assistant in July 2021 and currently works at the TMS section. His responsibilities are reimbursing the medical claims from the general public, TVHA, CTA staff, and the claims from the destitute people. He has also attended Pre-Service Training in Sarah College for Higher Tibetan Studies like many other CTA staff. He has done his basic schooling at Tibetan Homes School. Completed his undergrad in BA and Masters in Economics from Punjab University. During his college years, he has taken an active role in RTYC Chandigarh where he was selected for President two times. Prior joining CTA, he worked as accountant cum secretary at Tibetan Refugee Self-Help Handicraft Shimla for two years.

Tsewang Yangtso originally came from Tibet and completed her schooling from Upper TCV. She chose science and graduated with a Bachelor's degree in Science from St. Joseph's College in Bangalore. She joined the Health Department in 2016 and worked as an accountant for hospitals that are under the administration of the Department of Health. Since April 2019, she has been working as the Program Manager of Health Education which mainly focuses on creating awareness on major diseases in our community.

Tenzin Nordon first completed her training as a community health worker (CHW) at Delek Hospital in 2003, then continued a career as a CHW for two years at the Kullu Tibetan Primary Health Care Centre. In 2005, she recieved a scholarship from the Department of Education under the guidance of the Department of Health for general nursing and midwifery at Hyderbad. From 2009 to 2019, Tenzin Nordon worked as a nurse at Tenzingang Primary Healthcare Centre, Mainpat Primary Healthcare Centre, and Tibet Charity in Dharamshala. As of April, she has been working as a staff nurse under the DoHe in the Tibetan Medicare System (TMS).

Sangmo Bhuti completed primary schooling from SOS TCV Suja and graduated +2 science from Upper TCV in Dharamshala. In 2012, she received her nursing degree from Dr. MV Shetty College of Nursing under Rajiv Gandhi University. Afterwards, she worked as a staff nurse at Mendata-The Medicity Hospital in Gurgoan and at Max Hospital in New Delhi. In 2016, she joined as TMS dealing staff in Dharamshala. Currently, she works as a TMS Nurse at CTA under the Tibetan Volunteer Health Association.
