SECRETARY

Jampa Phuntsok

Mr. Jampa Phuntsok was born at Dhondenling Tibetan Settlement in Kollegal. He attended Sera Jey School in Bylakuppe for his basic education and Little Scholar Junior College in Secunderabad for his senior year. He is a graduate of St. Joseph College in Hyderabad, where he received his B.Com degree in 2003. He also received a Higher Diploma in Cooperative Management at RICM, Bengaluru, in 2004 through a CTA program. From 2005 to 2007, he was the Co-op secretary at Miao Tibetan Handicraft Co-op Society Ltd. In November 2007, he joined CTA. His first posting was with the Department of Home, where he completed his 8-month probation period. Later, he was assigned Settlement Officer of Hunsur Tibetan Settlement in south India, where he served for three years and nine months, from July 2008 to May 2012. In May 2012, he was transferred to Dekyi Larso Tibetan Settlement in Bylakuppe. After two months, he was promoted to the position of Joint Secretary and served as interim settlement officer for the Lugsum Samdupling settlement for a brief period of five months while also overseeing the Dekyi Larso settlement. In September 2014, he was reassigned to the Dehradun settlement office, where he worked until June of 2016. In July 2016, he was transferred to the Department of Health, and in May 2019 he was promoted to Additional Secretary and remained till the end of June 2024. He was then briefly transferred to the Department of Home, where he served at the department till late July 2024. Following his promotion to secretary, he was appointed Health department's secretary and got transferred to the department on 24th July 2024.

Dekyi Dolkar

Ms. Dekyi Dolker attended TCV School Lower and TCV School Upper in Dharamshala for her education. She completed a Bachelor of Arts in Economics at St. Xavier College in Gujurat after finishing class XII. She initially started working in Central Tibetan Administration since 1998. She has worked in various Departments including Home, Education, Archive and Documentation Section. And has performed various roles as administrative and sponsorship and school admission officer. She joined as the Department of Health’s Joint Secretary on September 19, 2022 and currently serving as the head of administrative section including TMS and Account section.
JOINT SECRETARIES

Tsering Dolma

Ms. Tsering Dolma has done her schooling from Upper TCV, Dharamsala and completed her graduation in B.com from Punjab University, Chandigarh. She joined CTA in February 2000 and worked in the Office of the Auditor General. She has served in various capacity at the Audit Office till 12th February 2025. Following her promotion to Joint Secretary, she was then transferred to the department of health on 13th February 2025. She is currently serving as head of Northeast zone of the department.

Namgyal Gendun

Mr. Namgyal Gendun completed his schooling at Tibetan Home School Mussoorie and graduated with a B.Com from St. Philomena’s College at Mysore. He is currently overseeing the South and Central Zones of Health department. He joined the CTA in the year 2000 on February 29th and was appointed as Accountant cum Office Secretary at the TWC in Rajpur. He served there for approximately 1.6 years before being transferred to the Pokhara Tashi Palkhiel Tibetan Settlement Office in Nepal, where he worked as Accountant cum Office Secretary for about 4.5 years. Following his promotion to Section Officer, he was appointed as Settlement Officer at the Pokhara Tashiling Settlement Office and served there for approximately 1.3 years. Afterward, he was transferred to the Chonjor Tibetan Welfare Office, where he briefly served as Office Secretary for about 5 months. He also served as Office Secretary for the Tibetan Dickyi Larsoe Settlement Office at Bylakuppe for 4 years. Mr. Namgyal Gendun was then transferred to Dhondenling Tibetan Settlement Office in Kollegal, where he briefly served as Office Secretary for 9 months. After his promotion to Undersecretary, he was transferred to the Department of Health CTA, where he served as the department’s Chief Accountant for 9 years. He was later transferred to the CTA Paljor Office, where he served as the Budget Head for 3.8 years. Following his promotion to Joint Secretary, he was transferred to Department of Health.
After completing her schooling from CST Shimla and college at Punjab University, Chandigarh. She was recruited in the Tibetan Civil Service in December 2008, before joining the media section of the Health Department in July 2012. Previously she served as a Sponsorship Coordinator in the Education Department, CTA. She took her current role of handling the administrative in charge of all the health centers across the settlements in June 2019.
Tashi Yangzom

PA, Governing Body Meeting Coordinator

Tenzin Jigme was born in Tibet ( Lhasa ) and came to exile in 2003. He completed his senior secondary education from TCV Suja. In 2016 he went to Gangchen Rigney School for six months to attend Tibetan and Buddhism studies in Hunsur, South India. Later in 2017 he joined Sarah college for Higher Tibetan Studies, where he pursued further studies on Tibetan Language, history and Buddhism. He has two years of work experience as a Cashier at the Gu-Chu-Sum Movement Association of Tibet, Dharamsala. He recently joined Central Tibetan Administration in the month of July 2024 for the post of Junior Clerk.

Karma Tendar did his earlier schooling at TCV School, Ladakh where he studied until eighth grade. He worked at Tibetan Cooperative Society, Ladakh for two years. He has been working at the department of health, CTA since 1995.

Sudharshan did his earlier schooling from Government Middle School, Jadrangal at Chamunda and Government high school,Tangnarwna at Yol, Dharamsala. He has worked with the Tibetan Administration Welfare Society and Paljor Handicraft Center, Khanyara for twelve years. In November 2002, he joined this department as a gardener and now works as a peon from October 2014.

Mr. Tenzin Khedup is from Bylakuppe Tibetan Settlement and has joined the DIIR, CTA in 2005 December. Since then he has worked there for nine years as a peon and was transferred to Auditor General Office and served there for five years. After that, he was transferred to the health department in 2019 and has been continuing his service since then.

Tsering la has a Bachelor's degree in Physiotherapy from Rajiv Gandhi University of Health Science, a Post Graduate Diploma in Hospital and Healthcare Management from Symbiosis Centre of Health Care, and an MBA in Healthcare Management from Sikkim Manipal University. He has over four years of experience working as a hospital administrator and health coordinator under the CTA Department of Health. From 2016 to 2017, he worked at The Tibet Fund based in Dharamshala as Health Project Coordinator for USAID supported Tibetan Health System Capacity Strengthening (THSC) project. Presently, he is serving at the Department of Health CTA as OSM & PRM project Coordinator.

Sonam Chodon did her primary schooling at CST Kollegal and senior secondary at CST Shimla. After graduating from Mysore University, she did a year diploma course in Computer at Learn soft Computer at Bangalore and year more in Teacher Training Course in Mysore. Prior to joining the Health Department, she had worked at Hotel Tibet, Dharamsala and Charitable Tibetan Handicraft Export in Delhi. After the privatization of the business unit, she then worked with the Finance department since 2003. Currently she is the coordinator to Kollegal and Hunsur Tibetan settlement health facilities.

Pema Tsering joined the Department of Health, CTA in July 2021 for Tibetan Telemedicine Services(TTS) project. It is a new project undertaken by the department and implemented in three pilot sites namely PHC Miao, NHC Bhandara, and PHC Tezu. Her responsibilities are coordinating with the telemedicine partner and to oversee the project for the successful functioning of the services as planned at the three centers/settlements. With her interest in genes, hereditary diseases and traits, and how it affects our body. She pursued her master's degree in molecular biology and human genetics from Banaras Hindu University (BHU), Varanasi. She has a bachelor's degree in life science from Himachal Pradesh University. She has completed her schooling at Sambhota Tibetan School, Bhuntar (HP), and Central School for Tibetan, Mussoorie.
Pema Tsering

Tibetan Telemedicine Service (TTS) and Health Information System (HIS) Coordinator

Tenzin Chondhen currently works as the dealing staff of the mental health desk. She was born in Delhi. She did her primary and secondary education from Tibetan Homes School, Mussoorie. She received her bachelor's degree in BSc. Psychology (Hons.) from Banaras Hindu University and P.G Diploma in Guidance and Counseling from Panjab University, Chandigarh. Before joining our Department of Health in March, 2022, she was a trainee of 5th Pre-service Training in Sarah, Dharamsala.

Tsering Dolma joined CTA in 2008 and served Department of Home at post of Junior Clerk. In 2012,She was promoted to the post of Senior Clerk and transferred to TSO Chauntra. In 2016, she was transferred to Department of Education at post of Office assistant and in 2017 she was transferred to TPiE Secretariat where she served till 24th April,2024 and was transferred to department of Health after getting promoted to section officer and currently she working in South Zone as coordinator to Tsojhe Hospital,Bylakuppe.

Ms. Tenzin Kalsang is from the Dekyiling Tibetan Settlement in Dehradun. She finished her schooling from T.C.V. Selakui. In 2016, she graduated with B.Sc. (Hons) in Nursing from R.A.K. College of Nursing and began working as a staff nurse at Indresh Hospital in Dehradun until 2020. When the COVID-19 pandemic started in 2020, she volunteered as a nurse at the Dekyiling Primary Health Care Centre. In 2022, she received a TSP scholarship to study in the United States. In 2024, Tenzin completed her master’s in social psychology at the University of Northern Iowa. Since 3rd September 2024, she has been working as contract staff in the Department of Health, CTA.

Tenzin Zompa, born in Dharamshala. Did schooling from lower and upper TCV school.  Graduated in Bsc nursing from PGIMER, Chandigarh. Worked as staff nurse for 8 years in various hospitals and homes including Jampaling oldage home, Dharamshala and AIIMS hospital, New Delhi. Volunteered in TIbetan Delek Hos[iatl for 7 months.
Tenzin Zompa

Bandhara, Mainpat, Odisha Coordinator

Pema Youdon was born in the Norgyeling Tibetan Settlement and did her schooling from C.S.T. Gothangaon, C.S.T. Dalhousie and C.S.T. Mussourie respectively. After completing the programme, she joined SFF and spent three years studying computer DOEACC "A" Level and Cisco networking at TCV Selakui Institute. She pursued aa B.A. at M.K.P(PG) College in Dehradun concurrently. She spent about 14 months teaching computers at Jaunsar Public School once it was finished. She started working in CTA in 2013 under the post of Under Secretary and was later transferred to the Office of Reception Centre (Nelenkhang) as a Deputy Director. Simultaneously earned an M.A. in English from IGNOU. From 2015 to 2019, she has served as the Settlement Officer of Shillong, (2015-17) and General Manager at the Tibetan Women's Centre in Rajpur (2017-19). She was then promoted to Deputy secretary as got transferred to serve as settlement officer for Bir & Chauntra Tibetan settlement in the year 2019. After serving approximately 2 years at the settlement she was then transferred to the Department of Health. She is currently, serving as the head of the North zone.

North Zone Head

Ms. Tenzin Dhaze was born and raised in India. She is an alumna of Tibetan Children's village school. She pursued nursing education from Manipal School of Nursing, Bangalore and has 2 years of clinical experience. She has served the department as public health assistant for a period of six months, through Tibet corps during which her principal task was customization of an animated film on HIV/AIDS in collaboration with TeachAids. Her gratitude towards the elder generations and our resilient community has aspired her to join CTA. Since 2017, she has been working in the public health section of the Department of Health, CTA managing Comprehensive Community Outreach and Coordinated Care (CCOCC) program across Tibetan settlements in India and Nepal.

Shimla and Dalhousie Coordinator, Media Coordinator

Born and brought up in Dharamsala, Tenzin Tseyang completed her schooling from Upper TCV and received her post-grad education in English literature from Maharaja Sayajirao University, Gujarat. Afterwards, she joined CTA in 2017, where she began her work in communication section of Kashag and then got transferred to Department of Health. Currently, she is working as project officer, overlooking the project sections under USAID program in the Department of Health. She looks through a positive perspective as an opportunity to learn and inculcate new skills, and aspires to grow as an efficient contributing member of society through this platform.
Tenzin Tseyang

Ladakh, Bir, Chauntra, Tashijong and Sri Nagar Coordinator

Tenzin Wangdak completed high school from Tibetan Children's Village, Gopalpur. He has a Bachelor and a Master's Degree in Social Work from St. Joseph College Bangalore. He joined Central Tibetan Administration and was posted at Phuntsokling Tibetan Refugee Settlement Office as Office Assistant. In January 2019, he was transferred to the Health Department.

Sirmour and Herbertpur settlement Coordinator

Norbu Wangdu was born in Sonamling Tibetan Settlement, Ladakh and he did his schooling at TCV School Lower Dharamshala and TCV Bylakuppe. After his class XII he attended two year Diploma course in Information Technology from Aptech Chandigarh. From 2007 to 2009 he worked as a design coordinator at Norbulingka Institute, then worked in the Department of Health, CTA for a year. His first transfer was to the Tenzingang Tibetan settlement office in the year 2011 followed by Ravangla, Miao and the Department of Information and International from 2014 to 2022. He is currently working in the Department of Health under the administration section
Norbu Wangdu

Dehradun and Ngoenga Coordinator

Jigmey Choekyi works as a CCOCC (Comprehensive Community Outreach and Coordinated Care) nurse of the department under the CCOCC program. She is from Tuting Tibetan Settlement and has completed her schooling at TCV Bylakuppe School. She was trained as a nurse at Holdsworth Memorial Mission Hospital, Mysore, where she received the GNM Diploma degree. After receiving the degree, she worked at the same hospital for three and half years. She then has worked for Tibet Charity, an NGO based in Dharamsala as a home nurse for almost ten years. Post working in Tibet Charity, she has joined the department in February 2020.

Dharamshala Outreach Nurse

Tsering Yangchen works as a CCOCC (Comprehensive Community Outreach and Coordinated Care) nurse of the department under the CCOCC program. She is from Ladakh Sonamling Tibetan Settlement and has completed her Primary and secondary schooling from TCV Ladakh and Shimla CST School respectively. She was trained as a nurse at NITTE, Nitte Usha Institute of nursing science, based in Mangalore where she received the GNM Diploma degree. After receiving the degree, she worked at the Appolo hospital for one year. She then has worked for Jangthang region mobile clinic which is under the TPH of Ladakh Tibetan settlement for two and half years. She has joined the department on 1st September 2020.

Tenzin Choephel was born and brought up in Dharamsala. He did his high school from Upper Tibetan Children's Village, Dharamsala. He joined Central Tibetan Administration in year 2007 and works as a plumber in this Department.

Dhondup Gyalpo has studied from upper TCV School till 9thgrade after which he pursued traditional thanka painting.  He's settled in Dharamsala. After his marriagehe has worked as seasonal sales man and has two children, elder one is studyingat TCV Bylakuppe taking science as major in twelfth grade and the younger oneis in fourth grade at Upper TCV School. He's been working with the healthdepartment, CTA as plumber since 2019.

Tenzin Nyidon was born in the Sonamling Tibetan Settlement in Ladakh. She completed her schooling at TCV Ladakh and her senior secondary education at TCV Bylakuppee. From 2017-2020, she pursued a three-year higher education study in B.Sc with Chemistry, Botany, and Biotech at St. Joseph Autonomous College in Bangalore. After completing her studies, she spent six months in Intensive Tibetan study at the College for Higher Tibetan Studies, Sarah, followed by two months of Tibetan study at the Library of Tibetan Works and Achieves. In April 2023, she began working at the Central Tibetan Administration and worked as an intern in the Department of Finance through Tibet Corps for a month. She passed the civil servant exam and began working at the Department of Health, CTA on May 23, 2023. As of now, she is serving as one of the northzone coordinator to the department of health.

Ms. Tsering Dolma has done her schooling from Upper TCV, Dharamsala and completed her graduation in B.com from Punjab University, Chandigarh. She joined CTA in February 2000 and worked in the Office of the Auditor General. She has served in various capacity at the Audit Office till 12th February 2025. Following her promotion to Joint Secretary, she was then transferred to the department of health on 13th February 2025. She is currently serving as head of Northeast zone of the department.

Northeast Zone Head

Ngawng Tenzin currently holds the position of head of the division, responsible for planning and executing health programs in Tibetan settlements located in North East India and Nepal. After graduating from Manipal University with a BSN Nursing degree, she joined the CTA's health department in 2013 as an RMNCHA program coordinator. In 2019, she was promoted to deputy secretary and oversaw the disease prevention section. In 2021, she left for the United States on a Tibetan scholarship program and returned to the department with a Master's degree in Public Health (Behavior and Community Health) and an additional postgraduate certificate in Sexual and Reproductive Health from Indiana University.
Ngawang Tenzin

North East Zone Head

Penpa Bhuti was born in Kollegal Tibetan Settlement, Karnataka and she did her schooling from CST Kollegal till class X and class XII from CST Mundgod. After completing her schooling she went to St. Joseph’s College, Bangalore to do her Bachelor of Science in Chemistry, Botany and Zoology. In the year 2021, she attended six months Intensive Course on Tibetan Language and Buddhist Philosophy in Gyumed Monastery, Hunsur. In the following year, she attended two months language course and three months translation course from the Library of Tibetan Works and Achieves. In the year 2022 December 19, she started working in the Department of Health as a TB Program Coordinator.
Penpa Bhuti

Tezu and Miao Coordinator

Namgyal Yangchen was born in 1983 at the Hunsur Tibetan Settlement. She obtained her Pharchin Rabjam degree in Buddhist philosophy from JC Educational Institute Mundgod after completing her studies at CST Mundgod in 2002. In 2019, she joined the Finance Department of the Central Tibetan Administration after applying for the position of Junior Clerk. Later, in 2021, she received a promotion and was transferred to the Tibet Policy Institute. Most recently, in June 2024, she joined the Health Department and currently serves as one of the coordinators to the Northeast health facilities in India and Nepal
Namgyal Yangchen

Coordinator to Northeast & Nepal health facilities

Mrs. Tenzing Namdol was born and raised in Kunphenling Tibetan Settlement, Ravangla, in 1992. She began her education at CST Ravangla, from Kindergarten to Class 6, and later continued her studies from Class 7 to 12 at CST Herbertpur, completing her schooling in 2010. She pursued higher education at Jyoti Nivas College, Bangalore, where she earned her BA from 2010 to 2013. In the following year, she completed her B.Ed from Al-Ameen College, Bangalore in 2014-2015 and later spent a year studying at Sarah College in Dharamshala. In 2016, she joined the CTA and her first job placement was at the Tibetan Reception Centre under the Security Department. She served there until 25th October 2024 for 8 years. Meanwhile she pursued and completed her MA in History from IGNOU through correspondence. She was recently transferred to the Department of Health, on 28th October 2024 where she is currently serving as one of the coordinator for Northeast health facilities.
Tenzing Namdol

Sonam Dhondup was born in Ladakh Tibetan Settlement, Leh and he did his schooling from TCV Ladakh and class XII from Upper TCV school, Dharamshala to pursue commerce Stream in 2012. He is a graduate of St. Joseph College commerce in Bangalore, where he received his M.Com degree in 2017 and an additional postgraduate Diploma course on financial management (PGFM) from the same university. In 2017 he had an opportunity to work in US accounting company, “Grant Thornton” based in Bangalore as senior associate Auditor. In 2021 he served in Tibetan Men-tsee-khang for 2 and half years on contractual basis as an accountant cum secretary. In 2023 he attended a six months Intensive Course on Tibetan Language and Buddhist Philosophy in Gyumed Monastery, Hunsur. In the year 2024 September 26, he started working in the Department of Health as a TMS Program Coordinator.
Sonam Dhondup

Tashi Tsomo was born in Kathmandu, Nepal and did her schooling from TCV School Upper, Dharamshala. She completed her education and received a degree in general nursing and midwifery from Dr. MVST, Mangalore, before beginning her first job as a nurse at TPHC, Delhi. She was transferred to the Department of Health, Dharamshala under the Tibetan Medicare System in 2016 and currently working under the same.

Sangmo Bhuti completed primary schooling from SOS TCV Suja and graduated +2 science from Upper TCV in Dharamshala. In 2012, she received her nursing degree from Dr. MV Shetty College of Nursing under Rajiv Gandhi University. Afterwards, she worked as a staff nurse at Mendata-The Medicity Hospital in Gurgoan and at Max Hospital in New Delhi. In 2016, she joined as TMS dealing staff in Dharamshala. Currently, she works as a TMS Nurse at CTA under the Tibetan Volunteer Health Association.

Sangje Dondup was born in Tuting settlement situated in Arunachal Pradesh. He did his primary schooling from Sambhota Tibetan School, Chauntra in 2010 and secondary education from Central School for Tibetan, Mussoorie to pursue Science Stream in 2012. He graduated from Nagindas Khandwala College from Mumbai University and also received a year course in B.SC Computer Science in 2016. He joined Department of Health on 17th July 2017 as an office Assistant and works in the Tibetan Medicare System.

TMS Data Analyst

Tenzin Youtso, is a trained nurse and currently serves at the TMS section prior to which she worked as one of the north east coordinator and Hepatitis B program coordinator. She is an alumnus of Tibetan Children Village School and has completed her General Nursing Degree from Bakul Tambath Institute of Nursing Education, based in Pune. After the graduation, she had the privilege of serving as a nurse at Palpung Sherabling Monastery, for two years. She also served as a nurse in NGO, Tibet Charity for around year. During COVID-19 pandemic she served as a contract nurse at a quarantine center under the Tibetan Settlement Office, Dharamsala. She joined the Department of Health in April 2021 and since then have been serving the department with various capacitites.
